I have looked at small times at companies hopping around as a hiring manager and owner for almost 20 years. It is a thing to see job hopping as bad for some folks like myself trying to build a team and invest in people. Not everyone thinks the same of course on any of that. So this is one opinion, and by definition not true or false. Just an opinion.
